The latest version of the Windows Server operating system offers businesses and hosting providers a scalable, dynamic, and multitenant-aware infrastructure that is optimized for the cloud.

Please follow these rules for licensing Windows Server:

Rule No.1: Each physical processor is valued with at least eight cores.

Rule No.2: Each physical server is valued with at least 16 cores.

Rule No.3: All physical and active cores must be licensed considering rules No.1 and No.2 so a Standard Server owns two VM-rights and a Datacenter Server unlimited VM-rights.

Rule No.4: To receive two more VM-rights for the Standard Edition all physical active cores must be licensed again.

A server with 4 CPUs with each 4 cores requires a license for 32 cores.

To run Windows Server versions 1809, 1903, 1909, 2004, 20H2 an active Software Assurance is required.

The specification Core refers to the license model and the existing processor cores. The installation can be done with or without GUI.
