Please follow these rules for licensing Windows Server:

Rule No.1: Each physical processor is valued with at least eight cores.

Rule No.2: Each physical server is valued with at least 16 cores.

Rule No.3: All physical and active cores must be licensed considering rules No.1 and No.2 so a Standard Server owns two VM-rights and a Datacenter Server unlimited VM-rights.

Rule No.4: To receive two more VM-rights for the Standard Edition all physical active cores must be licensed again.

A server with 4 CPUs with each 4 cores requires a license for 32 cores.

Activation of Windows Server 2019

When Windows Server 2019 is activated, problems may occur.

For activation the two commands in cmd can be executed as administrator:

slmgr.vbs /ipk 11111-22222-33333-44444
slmgr.vbs /ato

Replace "11111-22222-33333-44444" with your product key.

Core

For Microsoft Select storage media and licenses, the term "core" refers to the type of licensing, not the type of installation. Here you can always choose at the beginning of the installation whether you want the graphical user interface or not. The storage media are suitable for licensing according to cores. The prices for the license are calculated according to the number of cores. This is independent of whether you want to install an installation with or without a graphical user interface.
